This policy brief is one of six commissioned by HHS/ASPE on Medicaid eligibility policies for long-term care benefits. This brief presents the fundamentals of Medicaid liens — what they are, why they are permitted, and how they are applied by state Medicaid programs.

This 2004 compendium describes regulatory provisions and Medicaid policy for residential care settings in all 50 states and the District of Columbia. It updates an earlier report completed in 2002. Information was collected between February and June 2004 by reviewing state websites and regulations and calling key state contacts to verify information.

The purpose of this paper is to summarize the project and present a design for future phases of the project. It incorporates all suggestions from the Task Order Monitor and the Technical Advisory Group. The full Literature Review was submitted to ASPE as a separate document.

This literature review summarizes what is known about falls and fall prevention and identifies the components of effective strategies for reducing falls. Intertwined in the discussion are the results of interviews conducted with individuals representing nine fall prevention programs that have been identified as particularly successful.

U.S. Department of Health and Human Services   Using Medicaid to Cover Services for Elderly Persons in Residential Care Settings: State Policy Maker and Stakeholder Views in Six States Executive Summary

The goal of this report is to identify the individual-level factors associated with nursing home and assisted living entry and determine whether and how they differ. While it is possible to estimate a simple model of entry into these facilities at some point in the observation period, a more useful model would make use of data on elapsed time until such a transition.

This report compares medication use in long-term care facilities and community settings for Medicare beneficiaries with heart conditions. The purpose of this comparison was to evaluate the utility of a new file of institutional drug use in the Medicare Current Beneficiary Survey (MCBS), the premier source of health care information on the Medicare population.
