The figure has a sine-shaped curve, starting slightly above 4,000,000 in 1996, rising to 5,500,000 in 1997 to 6,000,000 in 1998 when "BBA Payment Methodology and PFFS Option Begin" to just over 6,000,000 in 1999. There is then a very modest decline through 2000, and then a drop to 5,500,000 in 2001 when "BIPA Urban Floor and Higher Rural Floor Begin". The decline continues to just under 5,000,000 in 2003, reverses back up to 5,000,000 in 2004 when "MMA Immediate Payment Rate Adjustments Begin." From There a steep rise starts to occur, with 5.5 million in 2005, 7 million in 2006 when "MMA Bidding System, Regional PPOs and Part D Begin," 8.3 million in 2007, and finishes at 9.5 million in 2007.
