Created by the Deficit Reduction Act of 2005 and amended by the Patient Protection and Affordable Care Act (ACA), Section 1915(i) of the Social Security Act gives state Medicaid programs the flexibility to cover home and community-based services (HCBS) through a Medicaid state plan amendment (SPA) without the need to seek a federal waiver.

In response to the growing opioid epidemic, HHS announced a three-pronged initiative in March 2015 to: (1) improve opioid prescribing practices; (2) increase access to naloxone for overdose management; and (3) expand medication-assisted treatment (MAT) to reduce opioid dependence.

Although trends in substance use disorder (SUD) prevalence and treatment receipt have been relatively constant for the last decade, the Affordable Care Act (ACA) could result in a substantial increase in the number of individuals seeking or referred to treatment.

In analyzing the value consumers place on goods, economic analysis begins with the presumption that consumers reveal their preferences through their consumption behavior. This view is based on the notion that consumers are well informed and well situated to rationally balance the costs and benefits of purchasing a specific good or service.

This report reviews the research literature on the barriers in federally qualified health centers (FQHCs) and primary care and strategies for overcoming those barriers to integrate substance use (SU) care into evolving patient-centered medical/health homes (PCMHs). The literature review is supplemented by extensive interviews with experts and site visits to FQHCs across the country.
